Trump suggested at the Republican midterm convention in Dallas, Texas, that if Republicans retain control of the House of Representatives and the U.S. Senate in the November elections, a $5,000 "benefit" will be paid to every adult citizen in America. He stated, "If Republicans take the House and Senate, I will issue a benefit to every adult citizen in the United States." This proposal has been welcomed by some Republicans as a creative idea.

Congress's Response and Economic Implications
Mitch McConnell, in an interview with CNN, pointed out that this plan definitely requires Congressional approval. He said, "We need to look at everything. But I think he (Trump) is stating that if you want more money in your pocket, you need to keep Republicans in power." McConnell also referred to the positive impacts of Trump's tax policies, stating that these policies have led to tax cuts and increased net income for taxpayers.
This proposal comes as one of the economic stimulus measures at a time when the U.S. public debt has exceeded $40 trillion. Additionally, a $5,000 payment to 270 million adults could cost the government approximately $1.35 trillion.
