The PJM electric grid, the largest electric grid in the United States serving 67 million people across 13 northeastern states, is expected to face a serious crisis by 2030. According to a new study, the PJM grid may encounter "Loss of Load Expectation" (LOLE) due to the addition of high-load data centers, which is a key metric for assessing the reliability of power systems and indicates the number of hours or days when power generation falls short of customer demand.
Challenges in Power Supply
A study commissioned by the Pennsylvania Public Utility Commission shows that LOLE in the PJM grid could be six to 100 times higher than the planning standard of the grid. In modeled scenarios from 2027 to 2030, it was found that only in the scenario where no new data centers are added, the region could achieve a LOLE target of 0.1.

The PJM metric is designed to create limits for potential power shortages, predicting only one event every 10 years. However, in the reference scenario, the projected LOLE for 2030 will be 0.59, which is nearly six times worse than the PJM planning standard.
Need for Immediate Action
In the "worst-case" scenario, which includes adding more load than expected and limitations in resource supply, the modeled LOLE will reach 13.20, which is over 100 times worse than the PJM planning standard and indicates an expectation of more than 13 days with load loss events in a year.
Steve DeFrank, Chairman of the Pennsylvania Public Utility Commission, stated that this analysis serves as a clear warning about the imbalance between electricity demand and supply, and immediate actions must be taken in PJM and a broader energy strategy for Pennsylvania to align electricity supply with demand.
PJM has also confirmed that the growth of data center loads is outpacing supply and has stated that measures have been taken to increase power supply and manage new demand. Jeff Shields, Chief External Communications Officer of PJM, said that the organization is seeking to protect residential customers and other payers from reliability risks and rising costs associated with data center development.
Furthermore, the study shows that Pennsylvania will still remain a net energy exporter, but its exports are expected to decrease from about 91 trillion watt-hours in 2025 to 69 trillion watt-hours by 2035 and 38 trillion watt-hours by 2040.
Several actions and initiatives are being implemented by PJM and the U.S. Department of Energy to address growing concerns about the reliability of PJM resources. This includes reforming the interconnection queue and providing reliability support. Additionally, discussions are ongoing regarding improving load forecasting.
